What We Do


 

Annual Refresher Training Program

A. Each miner will receive no less than 8 hours of Annual Refresher Training no less frequently than once each 12 months as prescribed in Section 48.28.

B. Predicted time/date, or periods of time (period of dates), when regularly
scheduled refresher training will be given

(1) Date set each year

C. Predicted time (clock hr.), and length of each session of training. Minimum length is ½ hr/30 minutes.

D. The Annual Refresher Training Program will consist of all ten courses as specified in Section 48.28 (except those which do not apply, or course which have
Been added) and a total number of instructional hours for each course as follows:

1. 48.28(b)(1) Mandatory Health and Safety Standards 1/2hr.

This course will include: Mandatory health and safety standard requirements which are related to the miners tasks.

2. 48.28(b)(2) Transportation Controls and Communication Systems 1/2 hr.

This course will include: Instruction on the procedures in effect for riding on and in mine conveyances where applicable; The controls for the transportation of miners and materials; and The use of miner communication systems, warning signals, and directional signs.

3. 48.28(b)(3) Escape and Emergency Evacuation Plans:
Fire Warnings and Fire Fighting 1/2hr.

This course will include: A review of the mine escape system, and the escape and emergency evacuation plans in effect at the mine: and Instructions in the fire warning signals and fire fighting procedures.

4. 48.28 (b)(4) Ground Control; Working in Areas of , High Walls ,
Water Hazards, Pits, and Spoil Banks;
Illumination and Night Work 1/2 hr.

This Course will include, where applicable: Ann Introduction to and instruction on the high wall and control plans in effect at the mine; Procedures for working safely in areas of high walls, water hazards, pits, and spoil banks; safe work procedures during the hours of darkness.

This course will include: Instruction on first aid methods which are acceptable to MSHA

6. 48.28(b)(6) Electrical Hazards 1/2hr.-1 hr.

This course will include: recognition and avoidance of electrical hazards.

7. 48.28(b)(7) Accident Prevention 1hr.-2hrs.

This course will include: A review of accidents and causes of accidents,
and instruction in accident prevention in the work environment.

8. 48.28(b)(8) Health 1/2hr.-1 hr

This course will include: Instruction on the purpose of taking dust measurements, where applicable, and noise and other health measurements. Any health control plan in effect at the mine will be explained. The Health provisions of the act and warning labels will also be explained.

9. 48.28(b)(11) Explosives 0 min.-½ hr.

This course will include: a review and instruction on the hazards related to explosives. The only exception to this course component is when no explosives are used or stored on the mine property.

10. 48.28(b)(2) Self-Rescue and Respiratory Devices 0min.-½ hr.

This course will include: Instruction and demonstration in the use, care, and maintenance of self-rescue, and respiratory devices where applicable

11. 48.28(b)(13) Course Added

Note: Additional course material may be added subject to the needs of the company and/or the employees. In which case additional time must also be added.

M.S.H.A. Courses

MSHA New Miner and Annual Refresher Classes

A. Each new miner will receive no less than 24 Hours of training as prescribed in Section 48.25.

B. This training will consist of all twelve courses as specified in section
48.25(except those which do not apply, or courses which have been added)
and a total number of instruction hours for each as follows:

1. 48.25 (b)(1) Instruction in the Statutory Rights of miners and Their Representatives under the Act; and , Authority and Responsibility of Supervisors. 1 hr.

This course will include: Instruction in the statutory rights of miners and their representatives under the Act,
Including a discussion of section 2 of the Act; A review and description of the line of authority of supervisors and miners’ representatives; and introduction to the operator’s rules and the procedures for reporting hazards.

2. 48.25 (b)(2) Self-Rescue and Respiratory Devices ½ hr.

This course will include: Instruction and demonstration in the use, care, and maintenance of self-rescue, and respiratory devices where applicable.

3. 48.25 (b)(3) Transportation Controls and Communication Systems 1 hr.

This course will include: Instruction on the procedures in effect for riding on and in mine conveyances where applicable; The controls for the transportation of miners and materials; and The use of miner communication systems, warning signals, and directional signs.

This course will include: A visit and tour of the mine, or portions of the mine which are representative of the entire mine. The method of mining or operation utilized will be observed and explained

5. 48.25(b)(5) Escape and Emergency Evacuation Plans:

This course will include: Instructions in the health and safety aspects of the tasks to be assigned, the safe work procedures of such tasks, and the mandatory health and safety standards pertinent to such tasks.

13. 48.25 (b)(13) Course Added

Note: Additional course material may be added subject to the needs of the company and/or the employees. In which case additional time must also be added.


C. Method of evaluation used to determine successful completion of the program.
Oral responses and demonstration of correct procedures during performance teaching classes.

D. Request that part of the New Miner Training be given after work assignment?

1. Yes X No If Yes, give justification such as: Greater learning capability due to on-site familiarization with the work environment.

2. Hours of training to be given before assignment to work duties: Minimum of 8 hours.

a. All course s will be taught at the mine site by a MSHA approved instructor.

b. Courses to be covered during this pre-assignment training:

(3) Health and Safety Aspects of the tasks to be assigned (Required)

E. This program will include a period of training as closely related as is practicable to the work in
which the New miner is to be engaged or assigned.



Newly Employed Experienced Miner Training

A. All newly employed experienced miners will receive and complete training in the programs of instruction prescribed in section 48.26 before such miners are assigned to work.

B. This training will consist of all Seven courses as specified in section
48.26(except those which do not apply, or courses which have been added)
and a total number of instruction hours for each as follows:

This course will include: The mandatory health and safety standards pertinent to the tasks to be assigned.

3. 48.26(b)(3) Authority & Responsibility of
Supervisors and Miners Representatives ½ hr.

This course will include: a Review and description of the line of authority of supervisors and miners’ representatives and the responsibilities of such supervisors and miners’ representatives, and an introduction to the operators rules and the procedures for reporting hazards.

4. 48.26 (b)(4) Transportation Controls and Communication Systems 1/2 hr.
